Professional Bio

A Community Development Planning Professional with over 13 years of experience spanning Holston Habitat for Humanity, Eastern Eight Community Development Corporation and the City of Kingsport. Jessica has a broad background in non-profit community development, grants management, finance, accounts payable and receivable, city planning and zoning, mortgage lending, budgeting, credit and homebuyer counseling and non-profit board management.

Jessica joined the City of Kingsport Planning Department in October 2020 after serving in various capacities at Eastern Eight for 8 years. Jessica currently manages the new development coordination within the City of Kingsport including zoning and project coordination and review.

Prior to Eastern Eight, Jessica worked at Holston Habitat for Humanity for one year, first as an intern and then serving as the interim Family Services Coordinator.

Jessica graduated from East Tennessee State University with a major in Human Service and a minor in Social Work.

Jessica married her husband Justin in 2019. Justin is currently a USPS Postal Carrier in Gate City, Virginia. Jessica and Justin have two sweet pups, Benny, a mini schnauzer and Buddy, an English bulldog. In her spare time Jessica enjoys spending time with family and listening to 90s country music.

Community Involvement

Jessica serves on the Board of Directors of the Coalition for Home Repair as a member of the Executive Team and is the board Chair and serves as Treasurer for the American Planning Association Tennessee Chapter.
